On debian, you can use higher level programs like dselect or aptitude to set
'hold' on packages so that they are not upgraded (or downgraded). you just
use the '=' key on the right package.
Also if you don't have these programs, you can set a 'pin' in
the /etc/apt/preferences file (I don't know if it's the same on red hat)
something like:
Package: kde
Pin: version 3.2.2-1
Pin-Priority: 1001
see man apt_preferences for more help on that.
