cvs allows for file locking according to the documentation although I
never tried it. It will also allow you to configure it to run
validation scripts and anything else on commit, so you can run an html
validation program on commit (I seem to recall seeing reference to such
a thing but never used one) and to push the changes automatically to
the server this way.
