No, Bill Gates is not a valid candidate, because he is not an Israeli.
The "Israeli" criterion was put in place so that this award acknowledges
the contribution of someone from our little country to free software,
rather than going out to the "usual suspects", like Richard Stallman and
Linus Torvalds.
Moreover, this is an award for the *advancement* of *free* software, not
for the fight against free software or the advancement of proprietary
