Discount Bank has made his stand clear; they take active measurements to make
sure non-IE browsers don't get in.
Their online banking system actually detects browser capabilities and
redirects non-IE browsers to a "please go screw yourself" page - so changing
user agents doesn't even work.
This is consistent with their "we don't give a flying f*** about our
customers" attitude:

We ended up taking our business to another bank.

BTW, a recent enquiry I made with their support team last month (just shortly
after a major upgrade to their site with no standards in sight) made it clear
they have no intentions supporting the standards any time soon.
