Trying to run a silly MS-DOS/Windows console application under Linux

System: RedHat 8.0, wine version 20020605.
Yes, I know it's old version. But the application in question used to
run under MS-DOS in an old PC, which I want to retire now.
I hope that changes made to wine affected only its Windows part, and
that its console was stable.

I configured wine to access hard disk subdirectories for A:,B: and C:
emulated disk drives.

When I execute 'wine wcmd', I get a window with DOS prompt.
I can execute internal commands such as dir or type.
But when I try to execute a program, the wine gets stuck, and aborts
when I hit CTRL-C.

I also see the following message:
Warning: //usr/bin/wine not accessible from a configured DOS drive

I found no clue what to check or change in my configuration to solve the
above problems, even though I RTFMed the following:
  - man wine
  - man wine.conf (finds it in section 5)
  - /usr/share/doc/wine-20020605/wine-doc/set1.html, viewed by means of a
    browser.

Note: upgrading the above system to a newer Linux version is not an
option. However, I have another PC with Fedora Core 1. I may give it a
try.

By the way, the application, which I need to run, needs to accept and
display Hebrew characters in the console (something which worked out of
the box in MS-Windows 3.11 console, but not in later versions of
MS-Windows). How can I get wine to do this (is 'code page' the correct
keyword here)?
