i decided to try it out, and following your 'win98 installation on qemu'
web page (worked ok, except that i had to use pre-compiled binaries, since
qemu refused to compile on my redhat 7.3 system) i got a win98 system
on a qemu "box". it works, albait a bit slow:

with vmware, if the guest OS is idle, vmware's CPU consumption is minimal.
with qemu+win98se, qemu always uses all available CPU, even if the guest
OS is not doing anything - i didn't yet check why.
and as for speed - the reason i use win98 is to play civilization II. when
ran on qemu limited to 128MB RAM (my PC has 256MB ram currently) - the
game worked, but felt quite slagish (as if i was running a java
application ;) ). note that this is not a 3d shooter real-time game, and
uses a non-state-of-the-art graphics. the CPU, btw, is an AMD 2200+
(i.e. running at a 1.8MHz CPU frequency).
i guess my dream of playing CivII without booting into windows has yet to
come true ;)
