I'm not sure how solvable this is with Samba 2.x.

Few notes I didn't mention:
If you want a UTF-8 clean system (*recommended*), add "utf8" to the mount
options of your vfat partition in /etc/fstab and use SAMBA 3.x.
If you want to see your Hebrew filenames as CP-1255 (8-bit encoding), add
"codepage=1255" to the mount options. This might require the relevant
codepage to be compiled into the kernel / as a module. This is probably
already done in the kernel supplied by your distro.
