I assume the current signature hoopla refers to PKI, not PGP.
PKI is a different public-key infrastructure than PGP, and is much more
suited for hierarchical and commercial enviroments than PGP, which is
more "web-of-trust" oriented.
All the SSL stuff on the Internet uses PKI; And as you know, SSL is
completely off-limits to ordinary schmoes unless they pay big bucks to
designated signers ("certificate authorities").
BTW, if you can't trust the government (or government-mandated companies),
you're screwed anyway. What prevents the government or one of its contractors
from printing out a fake teudat-zehut, like yours? Or declaring you legally
dead? Or printing money "on the side"? Or locking you up and throwing away
the key? I hope our legal system and government has some checks and balances
against these sort of things, and they must have the same sort of security
in their new PKI initiative.
Also, you don't have to use the government-assigned identification for
personal correspondence, any more then you have to show your id card in
a supermarket ("cartis mo'adon" is what they want there :)). For
personal correspondance, you'll be able to use your own PGP key, to which
the Shabak will (hopefully) have no access.

Yes, though the article points out that some of these projects spend a
lot of their time fighting each other instead of doing what they set out
to do :(
