Two possible workarounds:

1) Use the KDE shortcut ctrl+alt+K (lame)

2) Disable keyboard layouts in the Control Center (it is under Regional &
Accessibility --> Keyboard Layout).

I'm on Sid as well, and use my own shortcuts (ctrl-caps); KDE does not mess
with my X settings.
